Change employment overlaps to informational only

- Rename "Employment Overlap" to "Concurrent Employment"
- Remove score penalty for overlaps (often legitimate: part-time, consulting, transitions)
- Change severity from Warning/Critical to Info
- Update scoring explanation to note overlaps are not penalised
